Why do you use the term ‘adjacent consonants’ rather than ‘consonant clusters’?

The Reading framework is guidance not a statutory document. As you can see, the term ‘consonant clusters’ is used, as are the terms ‘adjacent consonants’ and ‘consonant blends’. The importance here is the approach: children should be taught to read each separate phoneme before blending them.
