Why isn't /h/ ‘wh’ taught?

/w/ ‘wh’ as in ‘what’ is taught in Little Wandle Letters and Sounds Revised. /h/ ‘wh’ as in ‘whole’ is not taught as a GPC as it is a very unusual digraph and was not in the orginal Letters and Sounds.
